1.) because i'am not aware of a chinese webmaster forum
2.) becuse i thought someone might know a chinese or chinese speaking webmaster
3.) because the former USSR has a long border with China and maybe someone from this area is speaking chinese too

I have a russian guy living in China now. His chinese knowledge level is quite good enough - 3+ years of experience. But it seems that he has problems with English
