Вообщем пришел ответ,
"In regards to your inquiry, please be informed that there is no Visa
Electron Card issued for your account since there are no sufficient funds
in the account. I request you to contact your sponsor or any other
ePassporte business account holders to send money to your ePassporte
account so that both the Visa Virtual Card and Visa Electron Card will be
renewed and a new Visa Electron Card will be send to you. You should have
a minimum balance of $40 USD to renew both the cards. "
На что я возмущенно ответил что уже оплатил обновку карты и мало того мне уже приходило письмо о том что карту отправили мне и в течении 4 недель они должна попасть ко мне. Так же отправил им логи с онлайн стейтмента о проплате карты.
ИХ ответ:

In regards to your concern, please be informed that we have raised a
ticket and forwarded it to the Account Verification department. Your issue
will be resolved within 2-3 business days. Once your issue is resolved,
you will be notified.
There is a possibility of charging you $20 USD for a Replacement Card. You
will be receiving it within 4-6 weeks from the date it is shipped out.
However, if you want to receive your Visa Electron Card early, you can
choose for Expedited Shipping for which there is a charge of $100 USD and
you will be receiving your Replacement Card within 3-5 business days from
the date it is shipped out. You will be notified once your Replacement
Card is dispatched.
Please send us a mail if you agree for $100 USD fee for expedited Shipping
and please confirm your complete mailing address with zip code and
telephone number as soon as it possible so that we can forward it to the
Account Verification Department to get it verified and process your
request faster. Your ticket number is 174505."
Тоесть по ходу уменя есть 3 варианта: 1. Ждать вияснения, 2. Заплотить еще 20 баксов за перевыпуск и обычную доставк, 3. Заплотить 100 баксов за перевыпуск и ускоренную доставку.
Я для начала предпочел ожыдание выяснения.
Минут через 20 приходит опять письмо:

account as your Visa Electron Card expired on 09/30/2008 and needs to be
renewed. Once you load funds in your account your Visa Electron Card will
be renewed and will be sent to you and you will be receiving it within 4-6
weeks from the date it is shipped out. "
Я был в шоке! Они там че совсем тупые?
Я отвечаю...

Is is normal? Please, check again! I need my card. I paid for it and I want to get it!
This is your problem, that I didn't get a card. "
